DC-13c 1898 $1 Boville - not countersigned

I recently bought a DC-13c 1898 $1 Boville that is not countersigned. ALL of my other DC-13 notes are countersigned. Wondering if this is rare or common ?

Yes, it has a serial number. R series.

Do you have a better picture?  Is the signature just faded away?  My guess is that in a misguided attempt to improve the note it got washed away.
